Resource Allocation Review
Resource Allocation Reviews are a systematic evaluation process aimed at assessing whether the composition of resources, particularly human resources, within Stream teams aligns with the current and future needs of the value streams they are accountable for.
Goal
The primary goal is to ensure that each team has the right mix of skills, experience, and capacities to meet their objectives effectively, thereby maximising productivity, fostering innovation, and achieving strategic goals.
Context
People have varying skills, experiences, and interests that can be leveraged to enhance team performance and value delivery. In addition, the needs of value streams may evolve over time, requiring adjustments to team compositions. Regularly reviewing resource allocations helps ensure that teams are optimally composed to address the evolving needs of their value streams and the organisation.

Anti-patterns
- Infrequent Reviews: Waiting too long between reviews can lead to missed opportunities to address skill gaps and optimise team performance.
- Focus on Individual Performance: The review should focus on team skills and capacity, not solely on individual performance metrics.
- Lack of Transparency: Not involving the team in the review process can hinder communication and ownership of resource allocation decisions.
- Inflexible Team Composition: Be open to adjusting team composition based on the assessment findings to optimise skill alignment.
